Lifelong learning is, then, a rather ambiguous concept which has been used for a range of policy purposes, mainly economic in nature.

At first heralded as the explanation of adult learning, andragogy underwent intense examination by educators of both adults and children. It was recognized, for example, that some children and adolescents are independent, self-directed learners while some adults are highly dependent on a teacher for structure and guidance. Further, adults may be externally motivated to learn as when an employer requires attendance at a training program, and some children may be motivated by curiosity or the internal pleasure of learning.
